Duale to seek MPs approval of Sh11.5bn for poll

Majority Leader in the National Assembly Aden Duale says he will be requesting MPs to approve the release of Sh11.5 billion needed by the Independent Electoral and Boundaries Commission to conduct the October 17 fresh presidential poll, when he submits the Supplementary Budget before the House on Thursday.

The IEBC Chief Executive Officer Ezra Chiloba over the weekend told a weekly regional newspaper that the Commission projects the elections will cost Sh12 billion, most of which will go towards human resource and logistics.

Duale explained that National Treasury Cabinet Secretary Henry Rotich will be forwarding the final copy of the Supplementary Budget which includes the allocation for the Free Public Secondary Education by Wednesday.

The Majority Leader further said he will submit names of seven Jubilee Party nominees to the House Business Committee for adoption by the MPs when the Assembly convenes Wednesday morning.

The Committee which is chaired by Speaker Justin Muturi, is crucial because it sets the week’s agenda for House.

“We will be presenting serious key areas such as IEBC budget and a budget for free secondary education. So the world is continuing… they (Opposition) can as well stay in Kibera, Kamukunji or in their homes. Parliament has been officially opened as per Article 132 and we are back to business,” he told parliamentary journalists after President Kenyatta’s address to the House.

The Garissa Township MP further scoffed at NASA MPs for snubbing the sitting saying their absence was inconsequential as JP proved it has enough numbers to transact business.

“Their boycotting is like the way any member can decide not to attend tomorrow’s sitting. The quorum of the House is 50 members.”

“The problem we are facing now under the new House is that we don’t know who are the Minority Leaders we should be dealing with in this House. This is a very confused coalition,” Duale stated.
